Muted players cannot use [[/Say]], but frozen players can. Players who are [[/Deaf|deafened]] and players who are [[/Ignore|ignoring]] you will not see the message.

Players with both UseColorCodes and Say permissions can spoof any message. Be careful when giving both permissions to a rank.
